Community Services Block Grant (CSBG) Program

The mission of GLEAMNS Human Resources Commission, Incorporated, a community-based organization, is to work in partnership with our community to deliver quality services, assistance, and opportunities to eligible customers with emphasis placed on education, employment, and developing self-sufficiency.

Please note: if you are applying online for assistance, proof of income and other documents will need to be uploaded with your application. Examples of income documentation may include food stamps printout, utility check stub, etc. ——————————————————————————————— Overview of Community Services Block Grant (CSBG) The federal Omnibus Budget Reconciliation Act of 1981 created the Community Services Block Grant (CSBG) Program. It provides a range of services designed to assist low-income households to obtain the skills, knowledge, and motivation necessary to achieve self-sufficiency. The federal grant program permits a wide range of local activities to assist participants in education, housing, emergency services, community involvement, referral, and income management. The goal of the CSBG program is to reduce and/or prevent poverty through community-based educational activities, which lead to a greater degree of self-sufficiency for low-income households. GLEAMNS has been able to utilize the CSBG funds to assist in the development of linkages with other agencies in order to better serve the clients and the communities. Agencies include local housing authorities, local health services, schools, utility companies, United Way groups, and other groups and organizations. Services are available through the GLEAMNS CSBG Main Office (Brewer Annex) and outlining counties.		Notice: CSBG and LIHEAP offices will be closed tomorrow April 16, 2024. GEAP provides emergency rental and mortgage assistance to income-eligible individuals. Individuals will be required to provide proof of an emergency that occurred within thirty (30) days of application.

Case Management is designed to provide educational and transportation assistance to socio-economically challenged adults in becoming self-sufficient and improving their quality of life. This program provides a support mechanism that helps individuals to obtain education beyond high school or prepare individuals to become marketable in the work place. If individuals have a desire, willingness, and commitment to improving their current situation, then several opportunities may be available. Assistance may be available according to needs, as in tuition, uniforms, books, classroom supplies, and driver's license training.

The Youth Leadership Program is designed to provide educational opportunities to income-eligible students with the purpose of encouraging life and leadership skills. The program focuses on promoting academic, behavioral, and social achievement in today’s youth. Students participate in field trips, computer lab, and workshops held by community leaders. Students are also taught the Character Counts curriculum in order to enhance both their leadership and social skills. Those who complete YLP will be able to describe how good character aids in the attainment of their goals, emotional health, and healthy relationships. Moreover, students will be able to demonstrate critical thinking, decision-making, and problem solving skills.

To participate in YLP, students must be between the ages of 12-18 and attend schools in the Greenwood School Districts. Enrollment in YLP is open throughout the year, so income-eligible students can enroll during the school year and even during the summer months as slots are available.
