LIHEAP is designed to help eligible households with their utility bills. Not only are funds used to pay light bills, but funds are also used for assistance with fuel and air conditioners. 
 

LIHEAP includes:

• Emergency Crisis Intervention Program (ECIP). With a documented emergency, customers may qualify for ECIP. The program is designed to intervene in energy-related crisis situations.
